1. slovenia.

Slovenia is the highest-ranking country in the number of Ph.D. degrees earned by adults between the ages of 25 and 64. 5% of the entire population in Slovenia has a Ph.D. The distribution between Ph.D. adults in Slovenia finds more female doctorates than males. About 4.5% of adult females have a Ph.D., compared to about 3% of adult males in Slovenia.

2. Switzerland

Switzerland has the second-highest rate of Ph.Ds. globally, with nearly 3% of the adult population holding this advanced degree. In Switzerland, men are more likely to hold a Ph.D., representing 4% of the total doctorate population, compared to about 2.5% for female doctorates.

3. Luxembourg

In Luxembourg, 2% of the total population holds a Ph.D. There are several countries tied for 2% of the population with a Ph.D., and almost all of the highly educated countries are in Europe . In Luxembourg, 2.5% of Ph.D. holders are male, compared to 2% female.

4. United States

The United States is tied with European countries when it comes to being a highly educated population. About 2% of the U.S. population holds a Ph.D. Men are more likely than women to have a Ph.D. in the United States, with 2.5% of the Ph.D. candidates male and about 2% female.

Like other countries on our list, Sweden is tied with 2% of the total population holding a doctorate degree. In this country, males and females are just about equal when it comes to this advanced degree. Around 2.5% of males have a Ph.D., while 2.2% of females hold a Ph.D. in Sweden.

6. The United Kingdom

Rounding out our list of highly educated countries with the most Ph.Ds., the United Kingdom has about 2% of the population holding a Ph.D. In the United Kingdom, males and females are pretty close to equal in higher education. Males account for more Ph.D. degrees, with about 2.5%, while females are close behind with nearly 2.3% Ph.Ds.

Another European country on our list of the most Ph.Ds., Germany, has about 2% of its population with a Ph.D. This country sees a more significant discrepancy between males and females when it comes to higher education. About 1.75% of males account for Ph.Ds. awarded, while only about 1% of females have their Ph.D. in Germany.

8. Australia

Breaking up the stranglehold at the top of our list between Europe and the United States, Australia makes the list with the 8th most Ph.D. citizens per capita. In Australia, 2% of the population holds a doctorate degree. Males and females are almost identical regarding Ph.Ds., with males just slightly earning a Ph.D. more frequently. Males account for 1.1% of Ph.Ds. in the country, while females account for 1.0% of the Ph.Ds. awarded in Australia.

Bangladesh is probably the only country in the world where a university is evaluated based on its public and private status rather than its teaching and research output or international outlook. Public universities are more privileged and empowered than the private ones in Bangladesh. Many public universities, as such, qualify to grant PhDs, but none of the private universities are able to offer them.

For example, despite being recognised as the top university in Bangladesh in the recent The Times Higher Education (THE) World University Rankings 2023, North South University (NSU) cannot provide PhD degrees since it is a private institution. Statistically speaking, among all the universities in Bangladesh, NSU has the highest proportion of PhD holders, where every faculty has at least one foreign degree from an internationally acclaimed university. It also has the most per capita research output among all the universities.

Another example is BRAC University, whose students won the World Debating Championship and NASA Space Apps Challenge, competing with universities like Harvard, Yale and Columbia. BRAC University also ranked in the global top 50 for SDG 1 in the Times Higher Education (THE) University Impact Rankings 2022.

Top private universities such as NSU and BRAC hire international scholars who add value to academic, research and administrative activities, and contribute to adding to global rankings. Apparently, these universities have the physical and intellectual infrastructure and resources to grant PhDs. And for financial and personal reasons, many students might be unable or disinterested in going abroad or opting for a public university to earn their PhD, and might want to complete them at top universities in Bangladesh instead.

Such issues are worse for female students. Their family, socioeconomic and cultural constraints might bar them from studying abroad, especially since a PhD is a long-term commitment. If PhD degree-granting status were given to reputed private universities, besides Bangladeshi students, international students could also arrive for higher studies, providing our universities with a global outlook and better rankings.

Unfortunately, however, there is a gross generalisation that only those who do not get a chance to go to public universities are admitted to private universities. While this is true to some extent, a significant number of students at certain private universities come from English medium backgrounds and choose to opt out of going to public universities. Also, because of the generous financial aid and merit scholarships, many Bangla medium or mainstream meritorious students, who are capable of getting chances at public universities, join private universities to complete their studies on time. We tend to forget that it is not only the financial affordability that takes a student to private university; it is the choice of many students who cannot pursue their desired subjects in the public university system.

There is a stereotype in Bangladesh when it comes to private and public universities, where the public university is associated with "meritocracy", "successful career" or "wannabe BCS cadre", disregarding the volatile academic atmosphere marred with student and teachers' politics, ragging culture, session jam and factionalism. Instead of creating a parochial binary between the public and private, we need to evaluate a university, private or public, in terms of its quality. Think about Ivy League universities in the US. Harvard, Yale and Princeton, for example, are all private universities; interestingly, there is hardly anyone who criticises the quality of those elite universities.

Why don’t we care about research?

Leading private universities must invest money to finance their students if they are to be allowed to grant PhDs. In developed countries, different agencies and industries fund PhD research projects besides the universities. Unfortunately, big companies in Bangladesh hardly invest in research and development for their businesses, let alone academic research. If we can buck the trend and forge academia-industry partnerships, creating institutional collaborations at the international level, then our research in STEM, business, social science or arts will flourish. What if the next vaccine for a new pandemic could be invented in a lab in a private university in Bangladesh, instead of in Oxford or Pennsylvania?

Out of a total of 162 public and private universities in Bangladesh, about half of the public universities currently offer PhD degrees. We are not arguing that all private universities should be given PhD-granting status, but at least a few first-tier private universities, such as NSU, BRAC, East West, IUB, UIU, AIUB, Daffodil and ULAB, should be permitted to admit PhD students to take the universities to the next level in international rankings and create an impact through research and innovation.

Not allowing several private universities to perform up to their potential lets education down in Bangladesh. That is an expensive option. Why should we afford it, when we have better alternatives?

There is no definitive answer to this question as it largely depends on how you define a “PhD holder”. For example, if you include people who have completed all the requirements for a PhD but have not yet been officially awarded the degree, then the number is likely to be much higher than if you only count those who have actually received their PhDs. Based on data from the Bangladesh Higher Education Statistics Survey (HESS) 2013-14, there were 9,099 people enrolled in PhD programs at public and private universities in Bangladesh. However, it is unclear how many of these individuals have since gone on to receive their PhDs.

The majority of PhD holders in Bangladesh work in academia, either as professors or researchers at universities. However, there is also a significant number working in government institutions and private sector companies. Many PhD holders are also involved in public outreach activities, such as writing for newspapers or giving lectures on their area of expertise. Bangladesh is one of the most thickly inhabited countries in the world, with its people packed into a delta of rivers that unified into the Bay of Bengal. It shares land borders with India (4142 km or 93.8 percent) and Myanmar (271 km or 6.14 percent) (CIA World Factbook, updated on January 20, 2018). It has achieved economic growth of 7.1 percent in 2017 and becomes one of the fastest growing economies. But, this economic growth will not sustain for long without substantial development of its human capital because “investment in human capital development plays a positive role in economic growth and that human capital is the driver of economic growth and development” (Psacharopoulos and Woodhall 1997 ). Thus, development of human capital through quality higher education and training is a must for Bangladesh if it wants to ensure sustainable development and growth of its economy. UNESCO report shows Bangladesh in a good position in higher education

While some countries included Science, Technology and Invention into their developing agenda, of the middle income countries Bangladesh has successfully executed the project of Digital Bangladesh. The quality of Education has thus increased with 20% of the students studying at the bachelor level here. This percentage is in top amongst the countries in Asia. This information has been collected from UNESCO’s Science Report towards 2030.

The report says there were 1,840,000 students who were admitted in different universities in Bachelor programmes. It was 1,490,000 in 2009. In the meantime this number has grown by 68% in Science and Technology. The report shows that engineers tend to study more at the PhD level than other students of other disciplines. There were 178 engineers who were admitted in PhD programmes which increased to 521 in 2012. As per the report there are a total of 7,090 students who are PhD holders in Bangladesh. On the other hand, there are total 1,836,659 students studying in Bachelor and Masters levels.

The report mentions there were only 283 Scientific Publications in Bangladesh and that too has increased to 1,394 in 2014. UNESCO points out those Bangladeshi scientists are writing these publications in association with other co-essayists of countries like USA, Japan, UK, Malaysia and South Korea, pointing towards a strong trend of internationalisation in higher education. It has been seen in the Higher education quality growth project’s (2009-2018) midyear evaluation the quality of education is progressing well in Bangladesh.

The Ministry of Education released a statement to this end on Wednesday.

There are 77 private universities in the country approved by the ministry and the University Grants Commission (UGC).

There are allegations that some of these universities confer PhDs in a short time for a good deal of money aside from their ‘certificate business’.

Education Secretary Nazrul Islam Khan ordered issuance of the statement Wednesday after the ministry received letters where it was asked to scrutinise the PhDs of several persons, said an official.

The senior ministry official, who asked not to be named, told bdnews24.com that most of those PhD holders were government officers.

“PhDs can help to get promotions and other facilities on the job. That’s why it was alleged that many were getting the degree for this.”

The official confirmed that the PhDs conferred by the private universities were not recognised in Bangladesh. “The universities that have awarded the PhDs will face action.”

The ministry also said no foreign universities were given the approval to open a branch in Bangladesh or run their curriculums in collaboration with any local university.

Neither are foreign universities allowed to run PhD programmes through distance learning or with the help of any private university in Bangladesh, it added.

“The PhDs conferred on the students until now have no legal validity.”

Program: Doctor of Philosophy (Ph.D)

Eligibility for admission.

  • A candidate from BOU or from any other Public University of Bangladesh recognized having an Honours and Master degree in the relevant subject and satisfying any of the relevant conditions will be eligible for admission to the Ph.D. program.
  • A candidate having an MPhil degree or agriculture MS degree or second Masters from Honours abroad having at least second class with minimum 50% marks in both Honours and Masters degree or CGPA/GPA 3.00 (on a scale of 4.00) in graduation this Honours or Masters examination and at least second division or GPA 4.00 (on a scale of 5.00) in both SSC & HSC or equivalent examinations.
  • A teacher of the BOU with 2-year teaching experience and at least one publication in a recognized journal authored by himself/herself.
  • A teacher of any other public university of Bangladesh with 3 years of teaching experience who has got Honors and a Masters with at least 50% marks or CGPA/GPA 3.00 and 3.00 (on a scale of 4.00) in either Honours or Masters examination and at least second division or GPA 3.00 (on a scale of 5.00) in both SSC & HSC or equivalent examinations and having shown clear evidence of research ability in the form of publications (at least two articles) in peer-reviewed journals.
  • A teacher of an affiliated college under the National University of Bangladesh having at least seven years of teaching experience out of which five years in Honours and Post-Graduate levels and having shown clear evidence of research ability during his/her teaching period in the form of publications (at least two articles) in peer-reviewed journals subject to or to academic qualifications mentioned in clause 1.4.
  • A teacher of Government Medical College affiliated by the University having Masters/ M. Phil. with at least five years of teaching experience and having shown clear evidence of research ability during his/her teaching period in the form of publications (at least two articles) in peer-reviewed journals.
  • A Research Officer serving in Government research organizations/ Institutions/bodies with second Masters from abroad/M. Phil. degree having at least ten years of research experience and minimum of two research articles published in peer-reviewed journals subject to academic qualifications mentioned in clause 1.4.
  • Provide further that candidates who are employees of the BOU shall have completed at least 5 years of service in the University on the date they submit the application for admission having academic qualification mentioned in clause 1.4.
  • Some of the disciplines under Schools may impose specific eligibility criteria for keeping in view the specialization that is required for a particular discipline/area. General criteria for admission into Ph.D. shall be considered subject to no specific eligibility criteria (if any) prescribed by the discipline of the School.

Program Description

The duration of regular PhD Program is 4 year, however, a student can submit his/her thesis after 2 years. The duration of part-time PhD registration is 5 years, however, thesis can be submitted after 4 years. In special cases, upon approval from the supervisor, departmental academic committee, and university academic council a part-time researcher can submit his/her thesis after three years.

Course Requirements:

Students with previous degrees from public universities will net require to take any theoretical course work. However, students with no previous degrees in Earth sciences will have to take a minimum of 4 credit course work on relevant subject as suggested by the student's supervisor.

Medium of Instruction: English

Admission Requirement for PhD Program:

Candidate should have an MPhil Degree. Candidate passed from all institutions except public universities will have to apply through the committee for evaluating MPhil equivalence. or

Candidate should have a 4 years (Honors) degree and 1 year master degree from any public university. However, students from private universities in Bangladesh cannot enroll directly to PhD program, they will have to enroll to MPhil program first. or

Candidates with 3 years (Honours) degree and 1 year Master degree should have the following qualifications-

Should have a minimum of 2nd class (minimum 50% marks) or CGPA of 3.5 out of 5 and/or CGPA of 3 out of 4.

Candidate should have at least two years of teaching experiences in Bachelor level or two years of research experiences in any reputed institute or two years of service experiences in any government or autonomous organization.

Should have at least two research publications in recognised journals.

Students with no previous degrees in Earth sciences can be enrolled upon approval from the academic committee of the department and the PhD subcommittee of the faculty of earth and environmental sciences. In such case, there will be a minimum of 4 credit course work on relevant subject as suggested by the student's supervisor.

Admission Procedure:

First, the candidate will have to deposit tk1000 at the Janata Bank, TSC Branch. Second, an application form will have to be collected from the registered office showing the money receipt. Properly filled application form will have to be submitted with original copies of all certificates of required degrees, professional experiences. Student will be enrolled upon approval by the supervisor, departmental academic committee, faculty subcommittee for PhD, and the Board of advanced studies of the university.
