Preventing Road Accidents

Road accidents are very common these days: There may be several reasons for this state of affairs. Some of such reasons may be briefly studied as given below.

There are certain set traffic rules for the vehicles plying on roads. If any of these rules is violated, the consequences can be serious and in certain cases, even fatal. So, it should be ensured that traffic rules are followed by the commuters. All violators of these rules should be brought to book.

There should be automatic electric traffic lights at all the busy crossing and some traffic police officials should always be there to see that the commuters do not jump the traffic lights. The violators should be heavily fined or even imprisoned and, if necessary, even their driving licences should be impounded.

In case of certain roads such as the Sher Shah Sun Marg, there are so many unnecessary road-dividers. These road dividers are in many cases the cause of accidents. If the number of these road dividers is reduced, the number of accidents will also get reduced automatically.

Intensive road repairs where necessary should be taken to make traffic smooth and safe.

Rash driving and driving in a drunken state should be prohibited. The drunken drivers’ licences should be cancelled. There should be a fixed speed limit for driving on all highways which should be displayed prominently at important places and crossings. Any violator of this limit should be severely dealt with.

It will be very worthwhile if road safety weeks are organised in all schools and colleges frequently to apprise the young students from the very beginning of the idea of road safety.

All encroachments on important highways should be removed and several roadlanes at regular intervals may be constructed to streamline traffic. This idea may seem to be counteracting against the idea of reducing the number of road – dividers but actually it is not.

In all important cities where road traffic is high, a bypass should be constructed to divert or direct through traffic to other towns.

The road traffic personnel should be highly trained to control the traffic in a better way.

If all these steps are taken in unison, the graph of road accidents is likely to show a downward trend.

Road traffic accidents (RTA) account for a significant proportion of mortality and morbidity worldwide, especially the developing countries. ‘Hidden pandemics’ such as deaths due to RTA often receive minimal attention globally. If not addressed adequately, the forecast looks bleak, especially for the developing countries in the coming decades. Healthcare professionals have an important role in advocating measures to reduce injuries following RTA and, along with like-minded social individuals, can act as a powerful lobby to implement change. Following a ‘Public Interest Litigation or PIL’ by the Indian Orthopaedic Association (IOA) in 2012 – which challenged the Government to accept responsibility for this glaring problem and form an apex body to enforce road safety – the Supreme Court of India identified the existing road-safety laws to be inadequate. It created an ‘Empowered Committee’ which oversaw various new road safety measures implemented by respective state governments. A public movement called ‘UYIR’ (meaning ‘life’ in Tamil) was launched at Coimbatore to reduce RTA. Early results following the implementation of this program showed promising results with a reduction in major accidents. It emphasized that well-planned programs involving the general public could be the way forward in reducing accidents across the country. Hence, Social Advocacy is crucial when an individual or group supports and influences political, economic, and social decisions. Such advocacy aims to gain support in an adverse environment to create the necessary change for the better.

1. Introduction

Every year nearly 1.2 million people are killed in road traffic accidents (RTA) globally, and subsequently, more than 20 million people are either disabled or injured. Accounting for nearly 2.1% of deaths annually across the globe, more than half of deaths due to RTA are among young adults in their productive lifetime (between 25 and 44 years of age), and nearly 90% of deaths occur in middle and low-income countries. 1 , 2 However, these numbers are just the tip of the iceberg. For every life lost, disabled, or injured on the road, countless others including the immediate family, stand affected. Prolonged medical expenses, the burden of caring for the disabled, and the loss of the family’s sole breadwinner are hidden costs following RTA. Addressing this problem is of utmost importance, especially in developing countries where a significant proportion of RTA victims fall into the “no work, no food” category, and mostly self-paying for treatment. 3

What is advocacy, and what have healthcare professionals achieved so far?

The WHO defined advocacy as a “combination of individual and social actions designed to gain political commitment, social acceptance, and system support for a particular goal or programme to bring about a social change". 4

Healthcare professionals, especially those involved in emergency and trauma care, often witness the human tragedy following RTA and can act as a powerful lobby advocating change. 5 In Britain, the coalition headed by the British Medical Association (BMA), which included the Casualty Surgeons Association and the British Paediatric Association, played a pivotal role in introducing the legislation to make the use of front seat belts compulsory in 1981. 6 Similarly, four intensive care specialists’ sustained efforts in Auckland, New Zealand, resulted in the Government introducing median barriers in all motorways across the country. 7 Social advocacy to reduce RTA driven by healthcare professionals enhances public acceptability and facilitates better implementation of policies and safety measures.

2. The indian experience

Advocacy for road safety has more relevance in India because it has the largest number of road traffic accident deaths averaging about 180,000 deaths per year, from more than 750,000 road accidents. 8 The cost of primary treatment of these injuries without considering secondary treatment and disability cost amounts to 3% of GDP. The problem is compounded by the fact that nearly 80% of accident victims do not have an insurance support and the medical care for polytrauma patients was largely lacking in much of rural India.

Unfortunately, the Government did not focus sufficiently on enforcement, education for road safety and on engineering for safe roads. To engage and get the Government to focus on this problem, Dr S Rajasekaran during his term of President of the Indian Orthopaedic Association (IOA), in 2012, filed a Public Interest Litigation (PIL) in the Supreme Court of India. The premise was that more than 50% were victims of accident for no fault of their own and were injured due to the fault or carelessness of another driver. This resulted in mortality or major morbidity to nearly 300,000 citizens and the Prime Minister and the Union Government, being the custodian of constitution that provided fundamental right by Article 21 to live to the fullest ability should take responsibility and address road safety as a national emergency. The Supreme Court accepted the petition and issued notices to the Secretaries of the Union Government of India of several ministries who were directly or indirectly concerned with the road safety. After two years of judicial hearing, a landmark judgement was delivered on April 22, 2014 by a bench headed by the Chief Justice of India, Justice P Sathasivam. The Court accepted all the pleas of the PIL. Stating that the Government cannot shun its responsibility on this important matter any longer, it urged for collaborative efforts by all Governmental authorities with a timeline. It also set up an Empowered Committee headed by a retired Justice of the Supreme Court which would be in charge for directing the progress made by various departments and periodically updating the Supreme Court every three months.

Many benefits came out of this committee. The Supreme Court subsequently has brought about many laws which have brought about the establishment of an uniform policy for road safety by all State Governments and a nodal agency at national level for road safety, allocation of road safety funds by each state and the setting up of a road safety committee for each district headed by the Head of the District administration. A steep enhancement of fines for driving violation, national policy to suspend license for more than five violations with continuous recommendations for more effective enforcement were the other major advantages.

3. Social advocacy – an important need

While political advocacy can bring about changes in policy which are important, it alone may not be successful in a complex issue such as road safety where the responsibility and self-discipline of the drivers is as important as Government policies. India has the total road length of more than 4.3 million kilometers and with a police force scarcely sufficient for complete enforcement of road rules.

In Coimbatore (a tier II city in Tamil Nadu), healthcare professionals and prominent opinion makers of the city came together and launched the people’s movement against RTA– ‘UYIR’ (meaning ‘ Life’ in Tamil language) with a tag line ‘ Life in your Hands’ . The idea was that if everyone is safe on the roads, then roads will be safe for everyone. Massive social engagement of all citizens of the city including college and school students by many innovative programs was conducted to bring awareness on five major issues – drunken driving, over-speeding, avoiding traffic light violations, use of helmets and seat belts and avoiding use of mobile phones while driving. There was a massive improvement in road discipline, for example compliance of wearing helmets jumped from 31% to 87%. Students were engaged to promote road safety not only in the public but also at home by establishing UYIR Clubs for college students and a program for ‘Kutty (little) Cops’ for school students. These young children became policeman at home, making sure that their elders complied to road safety regulations. UYIR also focused on 18 black spots in the city bringing about necessary engineering changes on the roads to reduce accidents. Collecting nearly Rs.5 Crores from public donation, advanced ANPR (Automatic Number Plate Recognition) cameras were installed at all the important junctions in the main arterial roads which automatically registered and issued notices to the mobiles of the violators.

Due to these, there was finally a change in the ever-increasing numbers of accidents and accident related mortality and morbidity. As per the State Crime Records Bureau, in 2017, there were 16,517 fatal accidents in the state of Tamil Nadu, accounting for nearly 11% of all RTA deaths in the country. In 2018, the number of deaths fell to 12,213 representing a drop of 26.06%. 9 There was also a 17% fall in the number of major accidents in the city of Coimbatore with a substantial reduction in deaths.

The above experience was very heartening and stands testimony to the importance and effectiveness of advocacy. It also shows that the benefits will be richly multiplied by not only aiming at political safety but also concentrating on social advocacy which will result in a ‘Change within’.

  • i think that we people have to take responsibility in order to reduce road accidents in india.now a days people dont think about their safety and indulge themselves in reckless driving. they dont wear helmet because they consider it odd or something that unnecessarily cover their face.believe me its more than that. most of the deaths are because of drunk driving.people drive after taking alcohol in an unconcious state and met accident.in order to stop road accidents i think that there should be speed limits in high traffic areas.The traffic police should play their role and take strict action against the offenders.overtaking should be done carefully.Modern gadgets are to be used in order to check the speed of vehicles .those who are driving without liscence are to be punished

  • In India road accidents are very common. And for this citizens and government both are equally responsible. Most accident are done by truck only. There is no chances that any person can live after truck accident. If truck is overloaded then traffic police have to take strict action against that driver and owner of that truck. So it’s government responsibility or it’s traffic police responsibility to take care of all those things… like that it’s our responsibility to follow all traffic rules.   • we can not pull all the blame on government but both are equally involve ,as you can lots of overloaded trucks are running on our roads and the police even allows them to enter in residential areas by taking there bribe,so these overloaded trucks are also one of the causes of road accidents, also people who do rash driving should be strictly punished , government should keep there eyes on the streets , also there should be a law that people who tries to help a person in danger should not be treated as a victim, because of these laws people hesitate to help people in danger.

Majority of the traffic related issues and the condition of the roads and their maintenance is the responsibility of the government. But when we talk of riad accidents, then yes, we citizens share an equal responsibility for preventing these accidents. Road accidents can be caused due to irresponsible rash driving and violation of the traffic rules which are neglected in lieu of corruption or negligence in performace of the duties. 1. Buses and Coaches:

There are a lot of ways we can improve safety which would in turn lower the chances of the occurrence of accidents. If we avoid standing in places that are not safe in the coach or bus and also avoid rushing and we follow all the set rules of the coach or bus, the road safety of the passengers will be greatly increased. There are numerous safety measures and features that can be adopted to improve the safety in coaches and buses including the inclusion of safety bars that people can hold onto.

Some of the road safety measures that can be adopted on coaches and buses include:

i. Endeavour to leave your place early enough so that there is no need to run in order to catch the coach or bus.

ii. Following the queue at the bus station or bus stop is important.

iii. There should not be any situation where you get off a bus while it is still in motion or get on it at an unofficial hour.

iv. A bus or coach should never be boarded or gotten off at an unauthorised station or bus stop or at a crossing of red light.

v. Buses should only be boarded after they have come to a full halt without pushing others or rushing.

vi. The bus’ footboard is not a place to stand or sit.

vii. Any body part should not be put outside the bus whether moving or stationary.

viii. There should not be any form of noise making or shouting that might distract and confuse the driver.

ix. If one is standing in the bus, one should hold the handrail most especially where the bus is turning.

x. All the safety rules of the bus should be adhered to.

We can improve safety in cars by lowering the odds of an error occurring on the part of the driver, also by the design of vehicles that reduce the extent of damage caused by crashes. Countries that are industrialised have special specifications and requirements for vehicle systems, devices, construction and design that are safety related.

Some of them are:

i. The deployment of passenger restraints like airbags and seat belts that are enforced with laws that require their use.

ii. Equipments that helps in the avoidance of crash like reflectors and lights.

iii. Systems that are driver assistance-enabled must have stability in electronic control.

iv. Some designs  should be there for crash survivability like interior materials that are fire retardant, safety glass use and systems of fuel integrity.

v. Sobriety detectors are really great, they interlock and prevent ignition if the breath of the driver is detected to have a significant amount of alcohol. Companies that are involved in commercial transportation use sobriety detectors for their drivers and sobriety detectors are also suggested to offenders of drunk-driving voluntarily.

3. Motorbikes:

Statistics from the United Kingdom have shown that there is a nine times more likelihood of motorbike riders to be involved in road crashes than the car drivers. Also, motorbike riders have a seventeen times more likelihood to die as a result of road crashes than the car drivers. This high risk is largely due to the absence and sometimes inadequacy of the crash protection available for motorbikes unlike the protection available for enclosed vehicles.

Also, motorbikes usually travel at high speeds and this can be dangerous. US statistics have put forward numbers that show that more intoxicated motorbike riders are involved in crashes that are fatal than all other forms of accident on the road. Helmets are also very important in motorbike safety. It was estimated that helmets only have an efficiency rate of 37 percent in the saving of lives during motorbike crashes.

The transport department of the famed European commission put forward a report that has put the estimate of accidents that involves truck as a result of the inadequate securing of cargos at 25 percent. When cargos are not properly secured, there can be loss of human lives, vehicles, cargo and so many more.

Road accidents are an unfortunate reality of our lives. The daily news reports generally contain at least one incident of a road accident. Depending on the severity of the accident, the number of casualties and the damage done can be concerning. Road accidents cost a lot of lives and property damage. To avoid accidents, everyone should be more careful and vigilant on the streets. As a driver, one must be extra cautious because one mistake from the driver can cost the lives of innocent others. 

  The Road Accident That I Experienced

I remember the first road accident I witnessed. It had changed my perspective on life. I still remember the date and the day very intricately. It was the 20th of September 2016. I was returning home from tuition. My mother had come to pick me up. It was around 6 o'clock in the evening. When we reached the bus stand, we saw a huge crowd of people at a few feet of distance from the bus stop. There were men in the crowd who were screaming in the regional language. 

At first, we couldn't understand what was going on. After a while of careful overhearing of the conversation of everyone near us, we could understand that there was an accident. So to get to the bottom of it we asked a shopkeeper what had  happened. He told us that indeed an accident took place a while ago. He then went on to give us a detailed event of what happened. According to him, a pedestrian was crossing the road. A passenger's bus had hit him. The man was left bleeding on the street. The people in the area then cornered the bus and assaulted the bus driver. The police were called to the scene. As for the pedestrian, when the police came over, they declared the man dead. However, as a formality, they sent him to the hospital but according to the shopkeeper, there is not much hope for a miracle. 

This incident made me realize how fragile life is. It could very well have been me or my loved one instead of that man.  The man was not at fault as he was following the rules, but because of the ignorance of another careless man, he had to lose his life. This incident has left a scar on my mind which still bothers me at times. 

Road accidents are a fairly tragic event that has dangerously increased in numbers nowadays. Today, there are more automobiles on the streets than ever. Some say that this increase in the number of automobiles is the reason the number of road accidents is increasing too. Some others say that people nowadays have become more careless, this leads to a higher number of accidents due to carelessness. Another problem that is very prevalent in India is the lack of civic sense in people. People in the cities of India do not strictly adhere to the traffic rules; some people also lack the basic road sense. On top of that, certain parts of the city have narrow roads. All these add up to increase road accidents.

Description of Road Accident:

Road accidents are scary for our lives. In recent times it has increased more. Every morning when you open a newspaper every second or third page will have news related to road accidents. The reason for increasing road accidents is due to the fact that people are buying more automobiles and have also become careless while driving vehicles.

Many a time we have seen that people are just avoiding following traffic rules. Especially in metropolitan cities, people are more careless while driving vehicles which ultimately lead to road accidents.

The foremost causes of road accidents in such metropolitan areas can be narrow roads and roads with potholes.

Thus a road accident damages the lives of life and material. People should be very careful while driving or walking on the road.

It is also seen that walking on the road is also equally dangerous because of heavy traffic it can also be harmful to the people walking on the road. Hence, such people should walk on the side of the road or walk on footpaths.

Road Accident Incident:

Once I was coming back from my office at that time when I witnessed a road accident. I was with my co-worker and it was around 6 o’clock in the evening. In the middle of the road, we saw a crowd surrounding something. We weren’t sure what was happening as the first thought that came to our mind was that it was probably a quarrel between two groups of people but then after reaching the spot, we found that an accident had taken place. 

After talking with the people present there, we came to know that a man who was crossing the road met with an accident while crossing the road. A truck passing by hit him leaving him with serious injuries. The man was lying on the ground bleeding and people were calling for an ambulance, plus they also informed the police about the incident. 

Subsequently, the police arrived and caught the driver of the truck as people had already taken a hold of the driver. During the investigation with the driver, the cops came to know that the driver was drunk and was driving the vehicle. Later on, cops detained him and took the injured person to the nearest hospital, and took a statement from the injured person. The driver was released later based on the statement given by the person. That incident made me realize how precious our lives are and we must be very careful when we are walking on the road, on foot, or driving a car.

  Prevention from Road Accidents:

There are some most important points that every person should keep in mind while driving or walking or crossing the road. These points are as follows:

Drive within the prescribed speed limit.

Don’t drink or smoke while driving.

Follow all the traffic rules as they are for our safety.

Never use mobile phones while driving a vehicle.

Always drive in the proper lane.

While riding a bike always wear a helmet.

If someone is injured at that time first check the severity of the casualty accordingly and give the treatment. If the person is having normal injuries, first treat him/her with first aid and in the matter of serious injuries call an emergency ambulance.

5.  Why is it important to give First Aid immediately after the accident?

To promote instant relief and to avoid any further damage as well as for speedy recovery it is recommended to give first aid treatment immediately after the accident. This can help to reduce the fatal level of the injuries before getting emergency treatment.  As it is not always possible that emergency care reaches the victim within an hour. In that case, the people who are available next to the victim can give him/her first aid treatment to save his/her life.
