अगर हम एकजुट हो जाते हैं और इस बुराई को दूर करने के लिए दृढ़ हैं तो हम भ्रष्टाचार से लड़ सकते हैं। देश को भ्रष्टाचार से छुटकारा दिलाने के कुछ तरीके यहां दिए गए हैं:

  • शिक्षा का प्रसार करें

इसका मुख्य कारण यह है कि इन प्रथाओं में शामिल लोगों को पकड़ने या दंडित करने के लिए कोई भी नहीं है। अगर सरकार इन कर्मचारियों की बारीकी से निगरानी करती है और उन्हें सज़ा देती है तभी ये प्रथाएं समाप्त हो सकती हैं। रिश्वत देना भी रिश्वत लेने जितना बुरा है। हम इस तथ्य से इनकार नहीं कर सकते हैं कि हम रिश्वत देने या हमारे माता-पिता या रिश्तेदारों को किसी समय रिश्वत देते हुए देखा है। चौराहों पर लाल बत्ती को पार करने के लिए यातायात पुलिस को धन की पेशकश करने या तारीख निकलने के बाद फार्म जमा करने के लिए पैसे की पेशकश करना आम बात है।

यद्यपि हम जानते हैं कि यह नैतिक रूप से गलत है और हम भ्रष्टाचार को बढ़ावा दे रहे हैं लेकिन फिर भी हम यह सोचते हैं कि इससे हमें लाभ मिलेगा और यह कुछ समय के लिए है तथा शायद ही इसका कोई बड़ा प्रभाव भविष्य में पड़ेगा। हालांकि अगर हमें यह पता चल जाए कि इससे हमें बहुत बड़ा नुकसान पहुंचेगा और ऐसा करने से हम संकट में पड़ सकते हैं तो हम ऐसा बिल्कुल भी नहीं करेंगे। अगर हमें यह पता चल जाए कि ऐसा करने से हम पर जुर्माना लगाया जा सकता है या हमारे लाइसेंस को जब्त किया जा सकता है या हम ऐसी किसी भी चीज में शामिल होने के लिए सलाखों के पीछे डाला जा सकता है तो हम उसमें शामिल होने की हिम्मत नहीं करेंगे।

इसलिए सरकार इसमें बहुत बड़ी भूमिका निभाती है। सरकार को देश को भ्रष्टाचार से मुक्त करने की जिम्मेदारी लेनी चाहिए।

भ्रष्टाचार मुक्त भारत की स्थापना में मीडिया की भूमिका

हमारे देश का मीडिया काफी मजबूत है। इसे बोलने और अपनी राय व्यक्त करने का पूरा अधिकार है। भ्रष्ट अधिकारियों को बेनकाब करने के लिए इस अधिकार का पूरा उपयोग किया जाना चाहिए। मीडिया को नियमित रूप से स्टिंग ऑपरेशन करने चाहिए और भ्रष्ट प्रथाओं में शामिल होने वाले लोगों का नाम उजागर करना चाहिए। यह केवल दोषी को सबक ही नहीं सिखाएगा बल्कि आम जनता में डर भी पैदा करेगा। वे भ्रष्ट तरीकों का उपयोग करने से पहले दो बार सोचेंगे।

भ्रष्टाचार के विविध रूप- आज भ्रष्टाचार देश के हर वर्ग और क्षेत्र में छाया हुआ है। चाहे शिक्षा हो, चाहे धर्म, चाहे व्यवसाय हो, चाहे राजनीति, यहाँ तक कि कला और विज्ञान भी इस घृणित व्याधि से मुक्त नहीं हैं। सरकारी कार्यालयों में जाइए तो बिना सुविधा शुल्क के आपका काम. नहीं होगा।

भ्रष्टाचार की व्यापकता- भारत में भ्रष्टाचार का कारण वह औपनिवेशिक जनविरोधी केन्द्रीयकृत प्रशासनिक ढाँचा है, जो देश को अंग्रेजी साम्राज्य से विरासत में मिला है। नेतृत्व की कमजोरी के कारण इसको जनोपयोगी बनाने का प्रयास ही नहीं हो सका है।

भ्रष्टाचार निरन्तर फैलता गया है। जब से भारत में वैश्वीकरण, निजीकरण, उदारीकरण, बाजारीकरण की नीतियाँ बनी हैं, तब से घोटालों की बाढ़ आ गयी है। राष्ट्रमंडल खेल घोटाला, आदर्श हाउसिंग सोसाइटी घोटाला, एंट्रेक्स-इसरो घोटाला, अवैध खनन घोटाला, आईपीएल घोटाला, नोट के बदले वोट घोटाला, पिछली केन्द्रीय सरकार के खनन तथा ‘टूजी’ घोटाले भ्रष्टाचार की अटूट परंपरा का स्मरण कराते हैं।

भ्रष्ट राजनीतिज्ञ-यथा राजा तथा प्रजा की कहावत के अनुसार भ्रष्टाचार शासकों से जनता की ओर फैल रहा है। अकेले टू जी घोटाले में सरकारी धन की जो लूट हुई है, उससे सभी भारतीय परिवारों को भोजन दिया जा सकता है शिक्षा के कानूनी अधिकार को हकीकत में बदला जा सकता है।

सरकार की जनविरोधी नीतियाँ- पिछली सरकारों की आर्थिक नीतियाँ, जिनको उदारवाद या आर्थिक सुधार का ‘शुगर कोटेड’ रूप देकर पेश किया गया, जन विरोधी थीं। इनके द्वारा जनता के धन को कानूनी वैध रूप देकर लूटा गया है।

जैसे सट्टा गैर-कानूनी है पर शेयर बाजार तथा वायदा बाजार का सट्टा पूरी तरह कानूनी है। शिक्षा और स्वास्थ्य के क्षेत्र में भी निजीकरण ने भी भ्रष्टाचार में वृद्धि की है।

भ्रष्टाचार का अन्त करने के लिए वर्तमान प्रशासनिक व्यवस्था को बदलना भी जरूरी है। इसके लिए आई.ए.एस. अधिकारियों को प्राप्त शक्तियों में कमी करना आवश्यक है। निर्वाचित जन प्रतिनिधियों की योग्यता, आयु तथा कर्त्तव्य परायणता तय होनी चाहिए। अयोग्य जन प्रतिनिधि को वापस बुलाने का अधिकार जनता को होना चाहिए।

चुनाव में खड़े होने वाले व्यक्ति की सम्पत्ति तथा आचरण की जाँच होनी चाहिए। राजनीति में अपराधियों का प्रवेश रुकना चाहिए। पूँजीवादी आर्थिक नीतियाँ जो विदेशी पूँजी पर आधारित हैं, बदलकर जनवादी स्वदेशी अर्थनीति को अपनाया जाना चाहिए। प्रशासन में शुचिता और पारदर्शिता होनी चाहिए।

Scams in banks, financial institutions, sports, defense department, religious places, and government projects are the order of the day. Hence, it has become biggest threat to the social and economic development of India. There is tremendous loss of national wealth due to various scams. In order to cure society from this deadly social evil, we should know its causes, consequences and remedies. So, the present paper will be an attempt to put stress on the need to keep the issue of corruption in development agenda. The article reviews the menace of corruption in India and identifies that it has struck a deep social root. In other words, corruption has been institutionalized in India. It therefore argues for a two-pronged strategy: governance for countering corruption through rule of law; and socialization on the part of citizens to discourage the acceptance of corruption.

CBSE, Central Vigilance Commission To Hold Essay Competition For School Students

The Central Board of Secondary Education (CBSE) in collaboration with the Central Vigilance Commission (CVC) is organising an essay writing competition. The CBSE-CVC essay competition is for the students of Classes 10 to 12. The topic of the essay is 'Corruption Free India for a Developed Nation'. The competition will be first held at school level between October 3 and October 10 and one best entry will be sent to cbseit.in/cbse/2022/cvc. The word limit for the essay is 500-600 words and the essay has to be written either in English or in Hindi. The entries must have the names of students, mobile numbers and email addresses, among others.

One of the most important aims of education, a CBSE statement said while announcing the essay competition, is to inculcate values among students so that they develop into responsible and committed citizens to contribute in nation-building. In order to create awareness among school students, CBSE in collaboration with CVC has decided to organise essay writing competition on the occasion of Vigilance Awareness Week 2022, it added.

CBSE-CVC Essay Competition: How Will The Evaluation Be Done

The three best entries at school level will be appropriately honoured at school level by the school itself during the Vigilance Awareness Week.

The first best entry will be uploaded by the school at the CBSE portal given above.

The best entries uploaded by schools will be evaluated at the CBSE regional level and three best entries will be selected from each CBSE Region.

The three best entries from each CBSE region will be evaluated at the national level.

These three best entries will be appropriately honoured at the CBSE regional level.

The five best entries selected at the national level will be submitted to CVC and shall be honoured at New Delhi. Details will be informed in due course.
