VLIR-UOS 2022 Scholarships for Masters (ICP Connect) for Developing Countries

ICP Connect study programmes are accredited international study programmes. We award scholarships to applicants from  29 eligible countries  in Africa, Asia and Latin America to attend one of the 15 master's programmes taught in English at one or more Flemish universities. VLIR-UOS provides an annual intake of 10 new first-year scholarships for each ICP.

VLIR-UOS supports partnerships between universities and university colleges, in Flanders and the South, that are searching for answers to global and local challenges. 

VLIR-UOS

VLIR-UOS scholarships cover tuition fees, travel, insurance and living expenses (board and lodging). We only offer scholarships for the full duration of the Master's programme (12/24 months). It is not possible to apply for a partial scholarship or an extension

Candidates that meet the following criteria may apply for an ICP Connect scholarship:

  • Nationality and country of residence:  Candidates’ must be nationals of one of the 29 eligible countries and must be a resident of one of these countries (not necessarily the same country) at the time of application. Check our  list of countries  eligible for scholarships. 
  • Age:  Candidates cannot be older than 35 on January 1 of the year of intake for an initial master and 45 for an advanced master.
  • Professional background and experience:  Preference will be given to candidates employed in higher education, government or civil society, or those targeting a career in one of these sectors. Candidates employed in the private sector or newly graduated candidates with no work experience may also be considered if they provide a strong motivation and profile.
  • Scholarship applications: ?Candidates may apply for only one ICP Connect scholarship application per year.
  • Previously awarded scholarships:  Candidates may not have previously received a scholarship from the Belgian government?to attend a study programme and may not have enrolled in a study programme at a Belgian higher education institution before January 1 of the year of intake.

Scholars are selected following an objective evaluation of their scholarship applications based on the following criteria:

  • Motivation:  Candidates' motivation and professional goals must reflect their competence in transferring knowledge/skills or setting up extension activities and highlighting themes relevant to sustainable development and pertinent to the study programme. Not only are academic results important, but so are - especially - the potential and commitment of the candidates to become an 'agent of change' after completing their studies.
  • Professional experience:  Preference will be given to candidates who can demonstrate a greater chance of implementing and/or transferring newly gained knowledge/skills upon completion in a sustainable development context, such as in the higher education sector, government, civil society or the private sector, thereby contributing to positive societal change.
  • Gender?balance:  A balance between male and female candidates awarded ICP Connect scholarships is targeted. VLIR-UOS strongly encourages female candidates to apply.  Read more about?our gender policy here.
  • Regional balance:  A reasonable cross-section of scholars from different countries and regions is targeted, provided there are sufficient qualified candidates.
  • Leave No One Behind (LNOB):  In case of equally qualified candidates, preference will be given to candidates from vulnerable groups.
  • Previously awarded scholarship:  Preference will be given to candidates who have never received a scholarship to study in a higher income country (bachelor or master). 
  • Confirm your eligibility based on all given criteria.

The VLIR-UOS is offering 180 fully funded Master scholarships to study in Belgium for the academic year 2023-2024. Thanks to this programme, students from 29 countries in Africa, Asia, and Latin-America can apply for a full scholarship to follow a Master’s program at a Flemish university in Belgium.

The VLIR-UOS (Flemish Interuniversities Council—University Development Co-operation) program is one of the most important sources of academic and research funding and exchange available in Belgium (the other two ones are “ARES” and “Master Mind”). Its scholarship includes the course fee, air ticket, insurance, visa costs, and a monthly allowance to cover both living expenses and accommodation.

There are plenty of reasons why you should choose Belgium for your studies. The diversity of programs offered, cultural wealth, dynamism of research and innovation… Undoubtedly, Belgium is the ideal destination for studying abroad in Europe, and thousands of students the world over have already realized.

Which costs are covered?

VLIR-UOS scholarships cover:

  • Allowance of 1 150 euros per month;
  • Travel costs 150 euros (one-off payment);
  • Logistics allowance 850 or 700 euros (one-time payment);
  • Travel costs related to the program (one-time payment);
  • Insurance 40 euros per month;
  • Plane ticket (lowest fares) 1 ticket for Belgium, one ticket for the country of origin, economy class (per scholarship);
  • Standard tuition fees for full enrolment in a master’s program (per academic year).

Eligibility criteria

You can apply for a VLIR-UOS scholarship if you meet the following conditions:

  • Africa : Benin, Burkina Faso, Burundi, Morocco, D.R. Congo, Ethiopia, Guinea, Cameroon, Kenya, Madagascar, Mali, Mozambique, Niger, Rwanda, Senegal, Tanzania, Uganda, Zimbabwe, South Africa.
  • Asia : Cambodia, Philippines, Indonesia, Palestinian Territories, Vietnam.
  • Latin America : Bolivia, Cuba, Ecuador, Guatemala, Haiti, Nicaragua, Peru.
  • Age: The maximum age for an applicant for the master’s program is 35 for an initial master’s and 45 for an advanced master’s . The candidate cannot exceed this age on the first of January of the year of admission.
  • Professional background and experience : priority is given to candidates employed in academic institutions, research institutes, governments, social economy or NGOs, or who are aiming for a career in one of these sectors. However, masters candidates employed in the for-profit sector or newly graduated candidates without any work experience may also be eligible for the scholarship, depending on their motivation and profile.

To apply for a VLIR-UOS scholarship, follow these steps:

  • Take a look at the different master programs available and learn more about them on their respective websites.
  • If you are interested in a specific programme, go to the website of the university organizing it and follow the instructions (the “How to apply” link above). Be sure to mention that you are also applying for a VLIR-UOS scholarship.

The VLIR-UOS board will receive the results of the selection of program organizers. Selected candidates will be contacted as well as the candidates on the waiting list by e-mail.

VLIR-UOS  offers full Masters Scholarships in Belgium for students from Developing countries – half of this scholarship will be offered to African students and preference will be given to Women. The eligible training or Masters programmes are taught in English.

Introducing: ICP Connect

Presenting ICP Connect: a new VLIR-UOS framework for ICPs. This aims to integrate global perspectives in a systematic way and strengthen partner countries and network dimensions into existing Master’s programmes.

ICP Connect study programmes are accredited international study programmes organised at one or more Flemish universities. The programmes focus on subjects aligned with the Agenda 2030 and SDG principles. VLIR-UOS supports a selection of 15 ICPs and provides an annual intake of 10 new first-year scholarships for each ICP.

Can I apply for an ICP Connect scholarship? 

Candidates that meet the following criteria may apply for an ICP Connect scholarship:

  • Nationality and country of residence: Candidates’ must be nationals of one of the 29 eligible countries and must be a resident of one of these countries (not necessarily the same country) at the time of application.
  • Age: candidates' age on January 1 of the year of intake must be no higher than 35 for an initial master and 45 for an advanced master.
  • Professional background and experience: Preference will be given to candidates employed in higher education, government or civil society, or those targeting a career in one of these sectors. Candidates employed in the private sector or newly graduated candidates with no work experience may also be considered if they provide a strong motivation and profile.
  • Scholarship applications:  Candidates may apply for only one ICP Connect scholarship application per year.
  • Previously awarded scholarships: Candidates may not have previously received a scholarship from the Belgian government to attend a study programme and may not have enrolled in a study programme at a Belgian higher education institution before January 1 of the year of intake.

What are the scholarship selection criteria? 

Within the ICP Connect framework, scholars are seen as potential agents of change that may contribute to societal change in their home country (or region) after completing their studies. Scholars are selected following an objective evaluation of their scholarship applications based on the following criteria:

  • Motivation: Candidates' motivation and professional goals must reflect their competence in transferring knowledge/skills or setting up extension activities and highlighting themes relevant to sustainable development and pertinent to the study programme. Not only are academic results important, but so are - especially - the potential and commitment of the candidates to become an 'agent of change' after completing their studies.

Scholarship costs may change in line with government funding decisions. Detailed figures for academic year 2022-2023 are not yet available. Keep an eye on our website for updates.

  • On the university website, apply for admission to the programme as well as for the scholarship itself. When you apply for the programme, be sure to mention whether you wish to apply for a scholarship. Do not apply for more than one Master's programme per year.

What happens next?

  • Deadlines are determined by the programme. We receive selection results from the programme organisers.
  • We will contact selected candidates as well as the candidates on the waiting list by e-mail as soon as possible after selection, no later than mid-June.

About the Award:  VLIR-UOS awards scholarships to students from developing countries to study for a master or training programme in Flanders, Belgium. VLIR-UOS funds and facilitates academic cooperation and exchange between higher education institutions in Flanders (Belgium) and developing countries, aiming to build capacity, knowledge and experience for sustainable development.

The master programmes focus on specific problems of developing countries. These are designed to enable graduates to share and apply acquired knowledge in the home institution and country. In the shorter training programmes the focus is on transferring skills rather than knowledge, thus creating opportunities for cooperation and networking.

Selection Criteria:  The following criteria will be taken into account for the selection of candidates for a scholarship:

  • Motivation . The candidate unable to convincingly motivate his application, is unlikely to be selected for a scholarship.
  • Professional experience: Preference will be given to candidates who can demonstrate a higher possibility of implementing and/or transferring the newly gained knowledge upon return to the home country.
  • Gender. In case of two equally qualified candidates of different sexes, preference will be given to the female candidate.
  • Regional balance. The selection commission tries to ensure that 50% of a programme’s scholarships are granted to candidates from Sub-Saharan Africa, provided a sufficient number of qualifying candidates from this region.
  • Social background . In case of two equally qualified candidates, preference will be given to candidates who can demonstrate that they belong to a disadvantaged group or area within their country or an ethnic or social minority group, especially when these candidates can provide proof of leadership potential.
  • Previously awarded scholarships: Preference will be given to candidates who have never received a scholarship to study in a developed country (bachelor or master).

Eligibility:  You can only apply for a scholarship if you meet the following requisites.

  • Fungibility with other VLIR-UOS funding:  A scholarship within the VLIR-UOS scholarship programme is not compatible with financial support within an IUC- or TEAM-project. Candidates working in a university where such projects are being organized, should submit a declaration of the project leader stating that the department where the candidate is employed is not involved in the project.
  • Age:  The maximum age for an ICP candidate is 35 years for an initial masters and 40 years for an advanced masters. The maximum age for an ITP candidate is 45 years. The candidate cannot succeed this age on January 1 of the intake year.
  • Nationality and Country of Residence:  A candidate should be a national and resident of one of the 31 countries of the VLIR-UOS country list for scholarships (not necessarily the same country) at the time of application.
  • Professional background and experience:  VLIR-UOS gives priority to candidates employed in academic institutions, research institutes, governments, social economy or NGO’s, or aim a career in one of these sectors. However, also candidates employed in the profit sector (ICP and ITP) or newly graduated candidates without any work experience (ICP) can be eligible for the scholarship. The ITP candidate should have relevant professional experience and a support letter confirming (re)integration in a professional context where the acquired knowledge and skills will be immediately applicable.
  • Former VLIR-UOS scholarship applications and previously awarded scholarships: A candidate can only submit one VLIR-UOS scholarship application per year, irrespective of the scholarship type. Consequently, a candidate can only be selected for one VLIR-UOS scholarship per year.
  • The ICP candidate has never received a scholarship from the Belgian government to attend a master programme or equivalent or was never enrolled in a Flemish higher education institution to attend a master programme or equivalent before January 1 of the intake year

Number of Awardees: VLIR-UOS will award up to 180 scholarships.

Value of Scholarship: The scholarship covers ALL related expenses (full cost).

Duration of Scholarship: The master programmes will last for one or two academic years.

How to Apply: 

  • To apply for a scholarship, you first need to apply for the Master programme.
  • To apply for the Masters programme, visit the website of the  Master programme of your interest. Follow the guidelines for application for the programme as mentioned on its website.
  • In the programme application, you can mention whether you wish to apply for a scholarship. In case you do,  the programme coordinator forwards your application to VLIR-UOS.
  • Applications submitted by the candidates to VLIR-UOS directly will not be considered!
